Who's in charge of what in Reading

When you move out in Reading, you only need to deal with one authority. Reading Borough Council is responsible for your parking permits, all waste collections, bulky item pickups, and the local recycling centre (the tip) too. As a result, your move-out is simpler than in areas where several councils manage various services.

Red Route: Major roads with strict parking rules where you cannot stop for removals unless you have special permission.

Quick move-out decision tree

Answer the following questions to figure out where to start your move-out plans:

Will you need move-out day parking for a removal van?
See if your street is in a CPZ or on a red route. If it is, a permit or special dispensation will be necessary—getting them takes time, so don’t wait until moving day.

Do you have full bins? You don’t know for sure when the collection day is?
There’s no place for guessing—find out the exact collection dates and don’t delay reporting any missed collections. If you don’t get the right date, you’ll have to deal with overflowing bins and issues with your deposit.

Want to dispose of sofas, beds, or old appliances?
You can either book the council’s paid bulky collection or take things to the tip yourself. Fees and bookings apply to both options—plan carefully.

Need to clear loads of rubbish, DIY waste, or garden waste?
Strict booking rules, van restrictions, and limits on DIY waste apply at the recycling centre. Bring proof of your Reading address and plan well in advance.  

Moving out on short notice?
You have to organise parking permits and waste collection slots as quickly as possible. The more prompt you are, the easier it will be to find options.

Step 1: Sorting out parking

Getting a parking ticket or having the removal van towed will surely derail your moving day. Parking enforcement in Reading is strict, so organising legal parking will streamline your move-out.

The place to start: Reading Parking Portal

What you need to do:

Start by checking whether your address is in a Controlled Parking Zone (CPZ). See if the red route rules apply to your street. Once you know this, you will know which permissions are necessary.

Should you need parking permits, apply for, renew, or handle them online here: Apply for or renew a parking permit. Based on your car’s emissions, the prices vary—access the Permit charges page to find out your costs.

Does your removal van need to park on a red route (a major road with red lines)? Apply for a Red Route Bay Suspension or Dispensation early at Red Route Bay Suspension/Dispensation.

Get digital visitor permits for family or friends helping you on the moving day, and keep your proof of address and vehicle documents handy.

Important timing and cost warnings:

If you need a resident parking permit, please note that Reading issues them within a controlled parking zone. A household can’t have more than 2 permits. The costs vary based on your vehicle's CO2 emissions and fuel type - vehicles over 151g/km CO2 will have higher rates. You'll get a Penalty Charge Notice (PCN) if you don’t have a valid permit or overstay. Verify your zone and emission band, then submit your application for the correct permit online before moving out.

When it comes to permit costs, you should know that resident first permits start at £48 for the lowest-emission vehicles. For the second permit, the prices start at £180. Visitor packs give you the first two (120 credits each) free, but you will pay £26 each for additional packs. Higher fees or refused permits incur when you don’t pay the full charge or exceed emission thresholds. Before you apply, see the full charging table.

If you're applying for permits, keep in mind that they're digital now. You will need to upload proof of residency (dated within the past 4 months) and proof of vehicle ownership. Visitor permits can be seen as digital credits you book by the hour – in exceptional cases, physical scratchcards are available. If documents are missing or are incorrect, the application is rejected or cancelled.  Prepare your documents and access the online portal to handle everything.

Does your removal happen on a Red Route? Except for marked bays or with an approved dispensation, parking or loading is strictly prohibited. Using your vehicle details, location, and dates, apply at least 6 working days in advance. You risk an immediate PCN and even vehicle removal when you park without a dispensation on Red Routes. When your removal van has to stop on a red line street, apply for your Red Route dispensation well in advance.

Did you get a parking ticket? Remember that you can pay half of it if you pay within 14-21 days (depending on the violation). There’s a strict time window to appeal- you will lose the discount and risk escalation to enforcement agents when you delay appealing. Use the official portal to pay or appeal PCNs right away.

Step 2: Bins and waste collection

Overflowing rubbish and deposit deductions are a nightmare when moving out. Specific rules on what goes where and when apply in Reading. Get all the information you need to avoid piles of rubbish on moving day.

What you need to do:

Use the bin collection calendar to confirm the collection day – the schedule has changed in 2025, so don’t take a guess. On collection day, take the bins out the night before. Follow the guide: What goes in each bin?

Bring bins inside after collection. Missed collection even though the bins were presented correctly? Report a missed bin collection as soon as you notice it.

Should you need extra bins or replacements, you can order them online. Costs and limits for general waste bins apply.  

Important collection and timing warnings:

If you don’t know for sure when collection days are, keep in mind that general waste and recycling bins are collected on alternate weeks, while food waste bins are collected weekly. As of June 2025, the collection schedule has changed, so get your updates. The collection will be delayed, and your bins will overflow if you miss the changes or present the bins incorrectly. Access the online bin calendar to find your next scheduled collection and present the bins as instructed.

When you take the bins out, remember that, on collection day, they must be at your property boundary by 6 am. Lids must be closed. If you leave waste next to or on top of bins, it will be left behind. The exception is excess recycling during schedule changes, when you must neatly bag it. Late and overfilled bins are not emptied. Except in exceptional circumstances, side waste is considered fly-tipping. Present your bin outside by 6 am and bring it back after collection. Stick to special instructions during service changes.

Missed collection? You must report it online within 48 hours. Should you miss the window, the crews won’t return until the following scheduled collection. Also, they don’t return if the bins were at fault (incorrect content, blocked access, etc.). If your bin meets the reporting criteria, use the missed bin tool as soon as you notice the missed collection.

If you need extra bins, please note that waste bins (grey) are limited to one property unless you have a council audit that approves the extra capacity. You will pay £32 for each additional general waste bin. Recycling bins (red) are free, while garden waste and food caddies depend on service entitlement. A waste audit is typically necessary when you request extra general waste capacity. Submit your application for extra or replacement bins online and go through the council approval processes.

When it comes to food waste, remember to put it in the supplied caddies (5L kitchen and 23L outdoor). If it’s missing, you can request a replacement. You can put food waste, including meat, bones, peelings, eggs, and oils, in plastic containers, but don’t put packaging or liquid in them. No collection takes place when you put the wrong items in the food waste or take the kitchen caddy to the kerb. You must empty it into the outdoor bin. Stick to the food waste rules and order caddies if needed.

Step 3: Getting rid of bulky items

You can’t put large items like sofas, beds, or large appliances by the bins. Learn about Reading’s paid collection service and the rules.

Book a bulky waste collection is the place to start.

What you need to do:

Go over the bulky waste FAQ to see what items are accepted. Two collections are necessary—one for upholstered items (sofas, armchairs) and one for everything else. Make two lists for your items.

Book a bulky waste collection online. On collection day, present all booked items at the front of your property, accessible from the street.

Should you need to cancel, do it at least 3 working days before to get most of your money back.

Important booking and cost warnings:

When you're booking a collection, please note that you will pay £58 for 1-3 items, plus £9 for each additional item, up to a total of 5. You will pay £55 for each freezer or fridge. No service is free. A cancellation will occur if you try to book without paying, or if you submit the list after you have paid. Separate costs apply to upholstered items. Select the correct cost category when you book and pay online for each collection.

When you make your list, remember that you can’t include more than 5 items in a collection. Changing the list after submitting the form isn’t possible either. Due to Environment Agency rules, you must book a separate collection for upholstered items (sofas, armchairs, etc.). Your booking will be refused, and you will lose the slot and the money if you try to add more items or mix standard and upholstered items. Prepare separate lists for upholstered and non-upholstered items, and make separate bookings for each.

What items are accepted? The service collects furniture, beds, appliances, bicycles, etc. Commercial fridges/freezers, black bags, DIY waste, garden sheds, fitted kitchens, hazardous waste, or trade items are not accepted. The crews refuse ineligible items or non-compliant collections, and you won’t get a refund. Before you book, revise the accepted item list. Have uncertainties? Contact the council.

On collection day, present all items at the front of your property, accessible from the highway, by 6 am. The crews don’t enter garages, gardens, or any locked areas. Incorrectly presented items will not be collected, and you lose your booking. Put all bulky items at your bin collection point, accessible from the street, by 6 am.

Need to cancel? If you want a refund, minus a £12.30 fee, you must cancel at least three working days' advance notice. For same-day or previous-day cancellations, there is no refund. If you’re a tenant moving out and cancel late, you can’t reclaim the collection payment. Arrange your bulky collection to have time to cancel and accommodate flexible move-out dates.

Step 4: Using the recycling centre (the tip)

Strict rules apply to Reading's recycling centre’s booking system—make sure you get informed before taking the trip to the tip.  

Your go-to resource is: Reading Recycling Centre.

What you need to do:

Access the re3 system to book a Recycling Centre slot online. On the re3 site info page, you will find opening hours, accepted materials, and restrictions.  

Bring proof of your Reading address- your driving licence or council tax bill will work. Using a van or pickup truck? Register it and book a permit too.

Free allowances for DIY waste are in place. However, there are limits on the amount you can bring and the frequency of your visits.

Important booking and access warnings:

If you want to take a trip to the tip, remember that you must book every visit to the re3 Recycling Centre at Smallmead. Access their Click and Tip portal to book on a 7-day basis. Need to cancel? You can do it up to 3 hours before your slot. Your entry will be refused if you go without booking. Before taking the trip, book a slot online and check your confirmation email.

Documents are necessary —you must bring proof of Reading (or re3 area) residency on every visityour driving licence or council tax bill will do. Without a valid proof, you can’t enter. Entry is denied if you don’t have an ID or are outside the area. Verify your eligibility for residency and be ready to present documents at the gate.

Check the opening hours -they're open 8:00-18:00 from October to March, and 8:00-20:00 from April to September. The centre is closed on Christmas Day, Boxing Day, and New Year's Day, and has early closure at 4 pm on Christmas and New Year's Eve. Your entry is denied if you go outside the opening hours or during holidays. Keep in mind site opening hours and holiday closures when scheduling your removal and clearance.

When you take a van or pickup, please note that you need to book it and obtain a commercial vehicle permit. You must also register vehicle details when booking. Trade waste is refused, and your visit frequency is monitored. Refused entry, blocked bookings, or enforcement action will occur if you bring non-household waste, or if they suspect trade activity. When booking, register your van too and follow the household-use rules religiously.

As for DIY waste, you can bring small quantities for free from your own home. You can’t bring more than 100 L of rubble, soil, or similar material per visit, and you're limited to 4 visits per household per 4 weeks. Charging or refusal applies for excess amounts, non-household waste, gas bottles, or trade waste. If you exceed the DIY waste limit or attempt to dispose of trade or hazardous waste, you risk charges or refusal of service. Separate your DIY and household waste, don’t exceed the free allowance, and book as a resident and not as a business.

Your move-out sequence

The order that secures your deposit refund in full and minimises problems is:

Removal first. Then: Clean → Photos → Meter reads → Keys last.

This sequence ensures you can document everything properly before handing back control of the property. Keys last: Do not hand over the keys until you've finished the photos/video and meter readings.

Local friction points to watch out for

Moving out in Reading has some specific problems you should know about:

If you miss your bin collection slot, you can't fix it until the next cycle – use the Bin collection calendar before your move to avoid this.

Parking enforcement runs 7 days a week in most Reading CPZ areas, and they use digital systems for real-time checks. Only a correct digital permit is accepted—paper displays aren’t accepted.

Bulky waste and sofa collections fill up around the end of the month and during university move-out times. Book your bulky waste collection early.

At the recycling centre, proof of address is mandatory even for pre-booked slots. Don't make the trip without proper ID, or your entry will be denied.

If you don't separate DIY waste properly at the recycling centre, you'll face charges or refusal - they're strict about this.

Timeline for your move-out

  • 3-6 weeks before: Plan your removals and check what parking permits or restrictions you'll need (Parking portal)
  • Up to 3 weeks before: If you need to dispose of large items, book bulky waste collection—slots fill up quickly.
  • 2 weeks before: Confirm your bin collection schedule and start clearing excess waste (Bin calendar)
  • 1 week before: Book your recycling centre slot if you're planning a tip run
  • 1-2 days before: Arrange keys and final cleaning, present all waste correctly for your final bin day

Cleaning priorities for checkout

Focus your cleaning efforts on the areas landlords and letting agents examine in detail:

Kitchen is crucial - including inside all appliances, especially the oven and fridge. Bathrooms need thorough attention, particularly around taps and shower areas, where limescale can build up. Don't forget floors throughout the property and all windows.

Reading landlords particularly target ovens, fridges, skirting boards, and limescale removal in their inspections.

Your move-out proof folder

Protect your deposit by keeping evidence of everything:

Take photos of every room before handing back keys - this is your proof of the property's condition. Record and date all meter readings for gas, electric, and water.

Store receipts for any bin collections, parking permits, or bulky waste bookings in case of disputes after you've moved. These show you followed the correct procedures.

Keys last: Do not hand over the keys until you've finished the photos/video and meter readings.

Three common scenarios

A) Moving out of managed blocks or flats

When this applies: You're in a multi-unit block where bin entitlements and parking rules might be different from houses.

What to do: Contact your managing agent about the communal bin system and whether visitor or van parking is allowed - some blocks have restrictions that may derail your moving day.

What goes wrong: Ignoring block-specific rules can result in fines or your removal van being towed, especially if you're on Red Routes without proper dispensation.

How to fix it: Escalate to your managing agent early and apply for Red Route dispensation well in advance.

B) Houses with lots of bulky items

When this applies: You've got large furniture or appliances to clear before your tenancy ends.

What to do: Choose between council bulky collection and taking items to the tip yourself - costs and booking requirements apply to both.

What goes wrong: Booking too late or mixing items that aren't eligible results in a refusal, and you lose your payment.

How to fix it: Stick to the rules whenseparating items and check booking requirements carefully before re-booking.

C) Short-notice move-out

When this applies: You need to hand over the keys within 48 hours, and you don’t have much time to dispose of waste.

What to do: Prioritise confirming bin day and use online reporting for any missed collections. See if there are slots at the recycling centre.

What goes wrong: Bins put out too late, recycling centre fully booked, or parking permits not arranged for removal vans.

How to fix it: Use council online tools (missed bin reporting) and escalate urgent van parking through Reading Council parking services.

What could go wrong

  • Parking without proper permits: You get a PCN or your removal van is towed → pay the fine right away or access the official portal to appeal it. Also, arrange proper permits for the future.
  • Missing bin collection deadlines: Your bins are left behind, and you have overflowing waste → report missed collections within 48 hours using the online tool and check the collection calendar for the next pickup.
  • Booking bulky collection incorrectly: Items are refused, and you lose your payment →verify the accepted items list, separate upholstered and non-upholstered items, and stick to the rules when re-booking.
  • Arriving at the recycling centre without booking: Your entry is denied. → Book a slot online through the re3 system and bring proper proof of address for the next visit.
  • Exceeding DIY waste limits at tip: You face charges or refusal → separate household and DIY waste properly, don’t exceed the 100L limits, and book as a resident, not a business.
  • You don’t document the property before returning the keys: You lose evidence for deposit disputes → take photos of every room and record meter readings before giving keys to landlord or agent.
  • You don’t separate upholstered items for collection: Bulky waste booking is cancelled → create separate lists for sofas/armchairs versus other items and book two separate collections.
  • Applying for Red Route dispensation too late: There’s no legal parking for the removal van→ apply at least 6 working days in advance with full vehicle and location details.
