Who's in charge of what in Wokingham?

Save time and energy when moving out by knowing who controls each service you will need. Wokingham’s services are organised as follows:

  • Parking: All permits, suspensions, and enforcement are managed by Wokingham Borough Council
  • Waste collection: Your bins, recycling, and regular collections are the responsibility of Wokingham Borough Council
  • Large item disposal: Bulky furniture and appliance collections are organised through Wokingham Borough Council
  • Recycling centres: The local tips are accessed via Wokingham Borough Council, and physical sites  are located at Smallmead (Reading) and Longshot Lane (Bracknell), operated by re3

Definitions

HWRC: Household Waste Recycling Centre (the local tip or recycling centre).

re3: The partnership that runs recycling centres for Wokingham, Reading, and Bracknell Forest councils.

CPZ: Controlled Parking Zone where permits are necessary during specific hours.

Quick decision tree for common situations

Don’t get overwhelmed—answer the following questions to spot adequate service in a blink of an eye:

  • Do you need parking for a removal van or want to update your permit? → access Wokingham's Parking and Permits hub for all parking-related services.
  • Don’t know your bin collection schedule? → Find out the exact dates at Find your bin collection day.
  • Do you have furniture or large items to dispose of? → get your council service and book a large item (bulky) collection.
  • Do you need to take a trip to the recycling centre? → Use Book a visit to your local recycling centre to book a slot.

Step 1: Sorting out parking

When you organise your parking from early on, you steer away from last-minute pressure on moving day. There are no physical permits to worry about in Wokingham—the permit system is digital.

This is the official hub to start: Parking and permits hub

Your parking checklist:

  • Verify your current permit status using Apply for or renew a resident or carer parking permit – check if you assigned the correct vehicle to the permit
  • Collect your documents before making any changes - you'll have to present evidence of address and vehicle ownership documents
  • Book removal van parking if necessary—access Suspension form to submit a bay suspension request—do it at least 7 working days ahead.
  • Budget for suspension costs – you will pay £8.50 per day or £59.50 per week for each suspended parking bay—it’s all mentioned in the suspension guidance
  • Organise parking for helpers and visitors -look for alternative arrangements because there are no visitor permits available for on-street zones in Wokingham.
  • Clear any unpaid fines using Pay or appeal a parking fine, should it be the case.

Important parking rules to watch out for:

Do you have a resident parking permit? Keep in mind that in Wokingham, digital permits are handled through the NSL-Apply system. Only one vehicle can be active per permit at any time. → You risk a penalty charge notice when parking a vehicle that isn't correctly assigned to your permit→ Before parking, verify and update your vehicle assignment (Apply for or renew a resident or carer parking permit)

When you apply for or renew permits, you'll have to present proof of address and vehicle ownership. Tenancy agreements, council tax bills, bank statements, or your V5C logbook will be accepted. → Should you apply but don’t include supporting evidence, you will risk delays and even rejections, risking no valid parking on moving day. → before you start your application, make sure you have all the necessary documents (Apply for or renew a resident or carer parking permit)

When you need a removal van space, remember to request parking bay suspensions at least 7 working days before your required date via the council's online form. → Applications submitted late may not be processed in time, and parking in suspended bays without confirmed approval and payment isn’t allowed→ Submit your request from early on and don’t book the removal company until you’ve received a written confirmation (Suspension guidance)

Keeping an eye on your budget? Please note that suspensions cost £8.50 per day or £59.50 per week per bay or vehicle. → When you need several bays or extended periods, the expenses will add up quickly, so make sure you include them in your moving budget. → stick to booking the days and spaces you actually need, and don’t forget that you have to pay in full before getting approved (Suspension guidance)

When you wait for suspension approval, remember that only an email confirmation will be sent– no paper permits will be issued. → If you park without written confirmation, you get a penalty charge notice, even if you’ve applied. → Only park during the approved period and have your confirmation email within reach(Confirmation details)

Will visitors help you with your move? Unfortunately, for on-street controlled zones, visitor parking permits aren't issued in Wokingham. Temporary permits for CPZ areas aren’t available for your helpers, so your moving-day logistics just became trickier. → If you need to understand your parking options for moving day support, contact the council directly (Parking permit T&Cs)

Step 2: Managing your waste and bins

Streamline your move-out by timing your waste disposal right. Specific rules about bin types and collection limits are in place in Wokingham—complying with them is vital.

Start with the official hub: Rubbish and recycling hub

Your waste management checklist:

  • Find your final collection day using Find your bin collection day to schedule your clear-out timing
  • Don’t take any council containers - this includes bins, blue bags, recycling containers, and brown garden waste bins or sacks
  • Schedule your final clear-out around the blue bag limit of 2 bags per collection, if you're in a blue bag area
  • Apply for extra capacity if necessary. Apply for extra waste capacity – do it well in advance
  • Take bins out on time – place them by the kerbside by 6:30 am (or 5:30 am on bank holidays) so that they don’t block pavements
  • Sort garden waste with brown sacks from approved locations, if necessary (purchase location guidance)
  • Report any problems via Report missed collection when your final collection doesn’t take place
  • Clear everything from inside and outside the property – you risk council charges if you leave items behind.

Important waste rules to watch out for:

Moving out of a household with council-provided containers? For general waste, most Wokingham households use either a 180L black bin (collected fortnightly) or 90L blue bags (collected weekly). When you move, you must leave all containers with the property.→ If you take bins or leave bags behind, the next occupant won’t have proper waste collections, and you risk complaints and charges. → Never take council-provided containers from the property (Household waste guide)

If you're in a blue bag collection area, you get 54 bags per year, and crews won’t collect more than 2 bags per property each collection day.  You will pay £15 per roll (10 bags) for additional bags, and you may purchase no more than 2 rolls per year. → When you take out more than 2 bags or exceed the annual allowance, waste won’t be picked up, so you will have uncollected rubbish on the moving day.→ schedule your final clear-out carefully and leave any remaining bags for the next renter (Blue bag collection guidance)

When you present bins for collection, keep in mind that waste, recycling, and garden waste should be at the edge of your property by 6:30 am on collection day (or 5:30 am on bank holidays); make sure that they don’t block pavements. → If you put bins late or in the incorrect place, they will not be collected. You will be responsible for handling waste on moving day. → Take containers out the night before or place them as asked by 6:30 am, then bring them back in swiftly (Garden waste guidance)

Do you have garden waste to dispose of? If you do, please note that collection is an opt-in service, for which you need either a 240L brown bin (£90 per year) or brown sacks (£1.45 each). You can only buy sacks from specific collection points - no delivery service is in place → Unless you’ve signed up to the scheme or used the correct paid sacks, your garden waste won’t be picked up. → Before your moving day, purchase and collect brown sacks or bins from specific points (Garden waste purchase)

When you regularly have more waste than your allowance, it’s possible to apply for extra capacity. However, the council may examine your recycling habits and inspect your property before approval. →  unapproved extra bags or bins will be left behind, so you’ll have to handle overflow waste. → Remember to apply online for additional capacity well in advance—you also need to wait for official approval (Extra waste capacity)

Are you at the end of your tenancy? You must remove all leftover items, rubbish, and personal items from inside and outside the property; if not, you will be charged by the council for removal. → When you leave items behind, you will pay for removal, along with waste disposal fees. → before your moving day, schedule clearance services or organise waste and bulky collections. (Tenancy guidance)

Step 3: Getting rid of large items

In Wokingham, planning is required when disposing of furniture and large items. The council's bulky waste collection service is reliable and has strict rules on what it collects and when.

This is the official booking page to start: Book a large item (bulky) collection.

Your bulky disposal checklist:

  • See what's accepted using the checklist of acceptable items – you will have to take some items to the recycling centre instead
  • Book your collection through Order large item collection – booking is possible up to 8 weeks ahead, and no more than 5 items are allowed per booking.
  • Budget £69 per collection - this covers a maximum of 5 items, so pay attention when grouping your items.
  • Plan for collection day – you must place items outside the night before your Tuesday or Wednesday collection slot, so they are visible and accessible.
  • Book upholstery separately – you need distinct bookings for sofas, chairs, and other upholstered items; expect longer lead times
  • Keep booking details handy – use the service portal to amend or cancel up until 3 pm the day before collection.
  • Schedule recycling centre trips for items that can't be picked up at home, like pianos, garden waste, rubble, or hazardous materials

Important bulky collection rules to watch out for:

If you anticipate multiple collections, please note the Wokingham charge of £69 applies to up to 5 items per booking. However, you can book as many collections as you need throughout the year, selecting dates up to 8 weeks in advance. → You will pay for additional collections if you have more items than expected or have to mix loads; some slots are popular and book up quickly. → Schedule your bulky waste removal from early on, placing your items in groups of five. (Bulky waste guidance)

When you prepare for collection day, don’t forget that collections take place on Tuesday or Wednesday. Also, you must place items outside clearly, at the front of your property, the night before. Items placed inside properties, rear gardens, garages, or anywhere behind locked gates won’t be collected →you risk additional charges or missed collection when your items aren’t accessible, placed inside, or put out too late.  → Place all items outside, in a visible place, with free access for the collection crews. (Bulky guidance)

Pay attention to specific types of waste--pianos, garden waste, rubble, hazardous or DIY waste, or built-in furniture won’t be collected. You must take them to a recycling centre or hire a commercial removal service. → collection of prohibited items is refused, which delays your property clearance and messy handover.→ Before you book, see what items are accepted and schedule recycling centre trips for anything that won’t be collected. (Accepted items guidance)

Need to dispose of upholstered furniture? According to government regulations, sofas, armchairs, cushions, soft headboards, and similar items must be collected separately from other large items. The rule doesn’t apply to mattresses; as a result, booking lead times increase, and scheduling may be trickier for collections of upholstered items. → When you want to dispose of upholstery, book early and remember that grouping them with furniture isn’t possible. (Bulky guidance)

If your plans change, you can amend or cancel the collection bookings, provided you do so by 3 pm the day before the planned collection. No refunds or changes will be accepted after this deadline. → Due to late changes or cancellations, you lose the slot and the fee, and you will have items to dispose of on moving day. → verify your moving schedule and contact the service early if any changes are necessary (Amend/cancel collection)

Not sure about some items? fridges/freezers, sofas, cabinets/wardrobes/drawers, mattresses, and chairs are collected as bulky items in Wokingham. → These are widely seen as accepted items, and you should check other waste types for eligibility. → Before you book the collection, check out the accepted items guide in case of uncertainties. (Bulky waste FOI)

Step 4: Using the local recycling centre

Wokingham residents use recycling centres operated by re3, which require booking in advance. Strict entry demands are also in place. Planning is crucial, especially during busy periods.

Here’s where you find official information: Book a visit to your local recycling centre.

Your recycling centre checklist:

  • Find the opening times and requirements at Find your local recycling centre before scheduling your visit.
  • Schedule your visit in advance using Book a visit to your local recycling centre - this is the re3 booking system covering both local sites
  • Prepare proof of residency - Council tax bills, utility bills, or a driving licence may be necessary. They shouldn’t be more than 4 months old
  • Register commercial-type vehicles if you're using a van, pickup, or car with a trailer – advance registration and even special permits will be necessary.
  • Find out the waste acceptance rules and have a payment card to pay for any items with disposal charges
  • If necessary, consider several trips - there are limits on certain items like tyres (4 maximum), fire extinguishers (2 maximum), and pet waste (2 bags maximum)
  • Don’t forget about the booking requirement – entering with a vehicle without booking isn’t possible. However, access on foot or by bicycle is permitted.

Important recycling centre rules to watch out for:

Planning a visit? Please note thatre3-operated centres at Smallmead (Reading, RG2 0RP) or Longshot Lane (Bracknell, RG12 1RL) are available for Wokingham residents. Council tax, utility bills, or a driving licence that's no more than 4 months old must be presented as proof of residency. → Entry is refused to non-re3 residents or those with no current proof. → Always have adequate evidence that matches the used and have the documents handy before arriving (Smallmead guidance)

If you go by vehicle, use the re3 'Click and Tip' booking system to book a visit as a Wokingham resident. No booking is required if you arrive on foot or by bicycle. If you arrive without a booking, entry for the car or van will be denied—no walk-in slots are available for vehicles. → before you load up the vehicle and go to the site, book online a slot. (WBC HWRC page)

If you use a commercial vehicle, such as a van, pickup, or car with a trailer, remember that you need both a booking and vehicle registration. You must also specify your waste type. Meeting re3's permit criteria and additional documentation may also be necessary for commercial-type vehicles.→ if the commercial vehicle isn’t booked or lacks complete documentation, access will be denied.→ Confirm your vehicle category, book in advance, and have all relevant permits and documents with you (Smallmead guidance)

Are you disposing of certain materials? Soil, rubble, plasterboard, asbestos, gas bottles, and other non-household waste will incur disposal charges that you must pay by debit or credit card on site. → Have a working payment card with you; it’s not possible to pay with cash or set charges after your visit.→ Before going, access latest re3 Waste Acceptance Policy to see what charges you will need to cover(Smallmead guidance)

When you have large quantities of certain items, expect limitations for certain waste types. There’s a maximum 4 car tyres, 2 small fire extinguishers, 2 bags of pet or animal waste per visit. You can only take domestic fridges or freezers up to American upright size. → if your loads exceed these limits, they won’t be accepted or you will have to return another day. → Schedule several visits for larger volumes or organise commercial disposal for items exceeding the limits (Smallmead guidance)

Your move-out sequence

This is the order that ensures success for most people, as it creates the most effective evidence trail while keeping you organised:

Removal first. Then: Clean Photos Meter readsKeys last.

This sequence ensures you have proof of the property's condition after cleaning but before returning the keys. Keys last: Do not hand over the keys until you've finished the photos/video and meter readings.

Common challenges in Wokingham

These local challenges can catch you off guard if you're not prepared:

  • Digital-only resident permits: Make sure the correct vehicle is assigned to your permit at the time you need to park - switching vehicles isn't automatic, and you will need to log into your account
  • No visitor permits available: Visitors, helpers, or moving crews cannot obtain guest permits for controlled parking zones; organise alternative options.
  • Blue bag collection limits: Only 2 bags per week are collected, so schedule your final clear-out carefully or purchase additional bag rolls well in advance
  • Recycling centre booking requirements: You need proof of address and a booking for vehicle access - last-minute disposal trips without a booking won’t be accepted.
  • Bulky collection lead times: Upholstered furniture collections may require earlier booking than standard items due to separate collection requirements

Timeline for your move-out

Here's when to address each task based on Wokingham's specific requirements and lead times:

  • 4-8 weeks before moving: Book bulky waste collections for large furniture and appliances if needed (Book large item collection) – lead times for upholstered items are even longer
  • 1-2 weeks before moving: Finalise parking permit transfers and submit bay suspension applications (Parking permits/suspensions) – don’t forget about the 7-day minimum lead time
  • Week before moving: Schedule your final bin and bag clear-out by checking your collection day (Find bin collection day) and buy extra blue bags if you're over the limit
  • 2-4 days before moving: Lock in all recycling centre bookings (Book recycling centre visit) and gather current evidence of residency documents

Cleaning priorities for checkout

Focus your cleaning efforts on the areas that typically cause deposit deductions:

  • Every surface from floor to ceiling: Remove all visible dust, marks, and debris from skirting boards up to ceiling level
  • Kitchen deep clean: Thoroughly clean inside and outside of oven, fridge, and all cupboards - remove all food waste and residue
  • Bathroom detail work: Remove limescale buildup, clean all mirrors and glass surfaces, and scrub grout and edges
  • Floor care: Vacuum all carpeted areas and mop hard floors, paying special attention to areas around bins and high-traffic zones
  • Outside areas: Sweep front and back steps, collect any cigarette butts or litter, and clean the outside of bins
  • For a complete guide: Take a look at our comprehensive  Move-out cleaning checklist for room-by-room guidance

Never mix bleach with ammonia or acidic cleaners.

Your move-out proof folder

Protect your deposit by collecting the right evidence. Here's what to document:

  • Comprehensive photo record: Take time-stamped digital photos of every room and area, including cleaned waste and recycling bins, garden areas, and all appliances
  • Meter readings with proof: Record final readings for gas, electricity, and water meters, taking clear, close-up photos of each meter display
  • Communication records: Store copies of all emails, booking confirmations, and correspondence related to waste collections, bulky item disposal, or property clearance
  • Deposit scheme information: If your landlord or agent provides deposit protection scheme details, download and save any relevant guidance or dispute resolution information

Keys last: Do not return the keys until you have finished taking photos/video and meter readings.

Common situations and how to handle them

Living in a managed block or flat complex

When this applies: You're in a Wokingham apartment block or flat complex with communal bins and possibly undercroft or allocated parking.

What to do: See your collection schedule at Find your bin collection day, but also check with your block or facilities manager about any additional rules. Communal bin arrangements and private parking areas may have requirements that differ from those of standard council services.

What could go wrong: Leaving bulk waste in communal bins or misusing private parking areas could result in charges from your property management company or fines for incorrect parking (note: no visitor permits are available).

How to recover: When you’re not sure about waste disposal or parking rules specific to your building, contact your facilities management team first, then confirm general council services through the Rubbish and recycling hub.

Moving out of a family house with lots to dispose of

When this applies: You're ending a tenancy in a family house with large furniture to remove, and you're in a blue bag collection area with a limited weekly allowance

What to do: Examine everything that needs to go and plan your bulky collection booking through Order large item collection ideally 2+ weeks in advance. For any remaining smaller items, use your final scheduled bin collection day.

What could go wrong: taking out more than 2 blue bags or leaving prohibited items for collection could result in waste not being picked up, possibly leaving you with rubbish at handover and risking council charges for clearance.

How to recover: Use the Book a visit feature on your local recycling centre website for items that can't be collected through the bulky service, and do so before you return the keys.

Dealing with a short-notice move-out

When this applies: You have an unexpected end of tenancy with less than one week's notice to organise everything.

What to do: Find your emergency bin collection day immediately using Find your bin collection day, book any available last-minute bulky collection slots, and check recycling centre availability for urgent disposal needs.

What could go wrong: Waste or bulk items left at the property could result in council fines or charges for clearance under your tenancy agreement. Booking proper disposal services may not be possible—you won’t have enough time.

How to recover: Document all your attempts to book services and communicate with the Rubbish and recycling hub. Store records of all calls, emails, and booking attempts to show you tried to follow proper procedures.

What could go wrong

Here are the most common problems and how to fix them:

  • Digital permit confusion: Even if you have a resident permit, you still get a parking ticket for the vehicle → This usually means the wrong vehicle is assigned to your permit in the system → Log into your permit account and ensure the correct vehicle registration is selected as active
  • Bulky collection no-show: Your booked furniture collection didn't take place as planned→ Items may have been inaccessible, prohibited, or the booking wasn't confirmed. → Check your booking confirmation email and contact the collection service immediately to reschedule
  • Recycling centre access denied: You have waste to dispose of, but your entry is denied at the tip → You likely don't have a booking or acceptable proof of residency →before taking another trip, book online and have with you your recent council tax or utility bills
  • Blue bag overflow: You have more than 2 bags of waste, but the collection day is approaching → Extra bags are left behind, and you risk clearance charges. → Purchase additional blue bag rolls in advance or book a recycling centre visit for excess waste
  • Last-minute parking suspension needed: Your removal company needs a parking space, but you haven't applied 7 days in advance. → Late applications may not be processed in time, and you risk parking fines. → Contact the council immediately to explain the situation and find out emergency options
  • Upholstery collection delays: Your sofa collection is taking longer to book than expected. → Government regulations require a separate collection for upholstered items. → Book upholstery collections as soon as possible and consider taking a trip to the recycling centre as a backup
  • Missed final bin collection: Your last waste collection was missed, and your rubbish isn’t collected. → You risk clearance charges from the council. → Report the missed collection immediately and document your attempts to dispose of waste properly
  • HWRC booking system problems: The online booking system isn't working when you need to book urgently → you have no booking and cannot  access the recycling centre→ Try booking at different times of day or contact the council for alternative booking routes
