Who's in charge of what in Maidstone?

Moving out means you have to handle various services, and various councils are responsible for them. In Maidstone, the Borough Council handles all your move-out-related services: parking permits, street parking, your weekly bins, and the collection of large furniture. If you want to drop things off at "the tip" (officially called a Household Waste Recycling Centre), keep in mind that Kent County Council controls it.

Let’s take a closer look: Maidstone Borough Council manages all resident and visitor parking (including Controlled Parking Zones), your weekly bin collections, and the paid service for collecting large items like sofas and fridges. However, Kent County Council runs the household waste recycling centres where you can bring things yourself.

Definitions

CPZ: Controlled Parking Zone - areas where parking during specific hours can be done with permits or payment.

HWRC: Household Waste Recycling Centre - the official name for what most people know as "the tip" or "the dump".

Bulky waste: Large household items like furniture, mattresses, and white goods that don't fit in your regular bin.

All things considered, where should you start? Answer the following questions, for starters:

  • Will you need to park a van or moving vehicle on-street in a CPZ?

  • Have you disposed of large items like furniture or white goods?

  • Moving on short notice and have a lot of excess waste?
    → At Kent HWRC Booking, you can book a slot at the recycling centre. Walk-ins aren’t accepted.

Step 1: Sorting out parking

Knowing that you have parking on moving day will alleviate the pressure at the handover. This is the place to start: Maidstone Parking Services.

What you need to do:

  • See if your current or new address is in a Controlled Parking Zone (CPZ)—if so, permits will be necessary.
  • Find out if you need a permit or bay suspension for your removal vans for on-street space. The council’s website doesn’t confirm the process, so contact Parking Services directly.
  • You can update or apply for a resident or visitor permit here:
  • Prepare your documents: vehicle registration and proof of address
  • Specific rules and documentation requirements apply for business permits—check them out if you move a business.

Important parking rules to remember:

If you need a resident parking permit, keep in mind that in Maidstone, these are connected to specific vehicles registered at your address. Two vehicle permits per address are possible (including a visitor's permit)—it depends on your permit zone. Living in a bedsit? You can only get one permit. You cannot transfer permits between vehicles or addresses; a fresh application is necessary for the next tenancy. When you apply, keep your vehicle registration and address documents handy (source).

Budget for permits: you will pay £25 for your first resident parking permit, £25 for a second, and £50 for a third (if you meet the eligibility criteria). You will pay £10 to change or replace a permit. The fees are annual, and you don’t receive a refund for unused permits. Access the official portal to apply and pay.

Should you need a business parking permit, please note that you will pay £100 for one permit or £200 for two permits. Only vehicles under 3.5 tonnes that are registered to Maidstone addresses are eligible. These permits aren’t available for vehicles over 3.5 tonnes or for use in pay-and-display bays. Before you apply, take a good look at your vehicle specifications. Adequate documentation will be required (business permit page).

When you park in pay-and-display areas, rememberyou pay between 8 am and 6 pm. Outside these times and on Sundays, the parking is free. If you’re a disabled badge holder, display a valid badge to park for free. You risk being fined when your vehicle doesn’t have a valid permit or exceeds time limits. Always check out the time limits and display your permit or  Blue Badge clearly (on-street parking info).

Did you get a parking ticket? Based on the severity of your action, you will pay £50 or £70 for Penalty Charge Notices. Should you pay within 14 days, you benefit from a 50% discount. You will pay the full charge if you wait longer. If you wait longer, you'll pay the full charge, and any appeals must be made within 14 days. Access the online portal to pay or appeal. Contacting the council directly is also possible.

Step 2: Planning your final waste collections

Avoid having to move bags of rubbish on moving day by timing your bins efficiently. Bins & Recycling Hub is your go-to official source.

What you need to do:

  • Use your postcode at the Bin Collection Day Finder to see when your last collection date is.
  • On collection day, present all your bins (general waste, food waste, recycling, and garden waste if you subscribe) outside by 6 am.
  • Were your bins missed? You have 48 hours to report a Missed Bin Collection.
  • Order or replace bins as needed before moving out.
  • For  garden waste, don’t forget to update your subscription: Order Garden Bin
  • Schedule a trip to the recycling centre for excess general waste that doesn’t fit in your black bin.  

Important bin rules to remember:

If you want your bins collected, on the designated collection day, present all bins (general waste, food, recycling, garden) at the boundary of your property by 6 am. Late bins will be missed—set yourself an alarm to avoid missing them. Confirm your designated collection day and take all bins outside by 6 am (using the bin day tool).

Missed bins? To ensure that the council will return within 2 working days, you have to report the missed collection of general, recycling, or food waste bins within 48 hours. Not reporting on time? You will have to wait for the following scheduled collection. If your collection is missed, you have 2 days to report it using the online tool.

For garden waste, don’t forget that you have to pay for the service. You will pay £51 per year (plus £10 admin for new bins). You can’t have more than three 240-litre bins per property, and collections are fortnightly.  A two-week break is between Christmas and New Year. Your bin will be emptied only if it has a valid subscription sticker. During the Christmas suspension, there will be no collection. Subscribe and display your valid permit sticker, then take the bin outside with the sticker by 6 am (order garden bin).

Should you have excess waste, remember that you cannot have more than one black household waste bin. Excess waste that doesn't fit will be left behind. Put excess recycling in a cardboard box (not plastic bags) next to your recycling bin—it will be collected. If you put excess black bags or general waste by the bin, it won’t be picked up. You will have to take any excess household waste to the recycling centre yourself (per the excess waste policy).

Need replacement bins? If your bins were lost or missing when you moved in, you will pay £25 per bin for replacement black or green bins. Food caddy packages cost £9, and you will receive a free replacement caddy if yours is lost or broken. If your bin gets lost, you have to pay for the replacement upfront. The bin will be replaced free of charge if the collection crew reports the damage. Order replacements and pay online. Until new bins are delivered, take the waste to the tip. Step 3: Getting rid of large items

Furniture, mattresses, or appliances that don't fit in your regular bin require special collection.  Your starting point is: Bulky Waste Collections

What you need to do:

  • List all the bulky items you don’t take with you
  • Access the council’s online system to book a Bulky Waste Collection. You can’t book more than 8 items.
  • Stick to council guidelines to prepare your large items (defrost white goods and only book items under 2m in size)
  • On collection day, present your booked items at the front boundary of your property by 6:30 am.
  • Take items that aren’t accepted by the council to the recycling centre. Book a slot first.

Important bulky waste rules:

Budget for a council collection –you will pay £32 for 1-4 items, or £42 for 5-8 items. For each white good, you will pay £24 for one or £48 for two. You benefit from one discounted collection per year (up to 4 items) for £22 if you claim Council Tax support. Payments must be made online at the time of booking. For discounts, you need to provide a valid National Insurance number. You will get a refund only if you cancel 3 days in advance. Visit the official website to book a collection and have your National Insurance number ready if you want the discount.

Prepare items for collection as instructed. On collection day, your items must be at your front boundary by 6:30 am. Two people should be able to carry your items. Glass/mirrors, garden waste, or items over 2m aren’t accepted. Specific rules apply to white goods and large items—e.g, you must defrost fridges and freezers. Incorrectly prepared items will be left behind, and you don’t get a refund if you have to rebook. Stick to the preparation instructions precisely, and place everything outside your property boundary by 6:30 am (see the bulky collections guide).

When you list the items for booking, remember that you cannot book more than 8 items. Total weight and size per item are restricted—you cannot have items over 2 metres. You can’t have more than 4 items when you include one white good. Have two white goods? You cannot add something else. If your collection exceeds the side, weight, or quantity limits, it will be rejected. Before you book, count your items and verify the size limits.  (bulky collections guide).

Watch out for unaccepted items. Hazardous waste, glass, mirrors, commercial/industrial waste, tyres, large American fridge freezers, builders' waste, and various other items won’t be collected. Check out the website to see a detailed exclusion list. Should you book ineligible items, your booking won’t be completed, and your items won’t be collected. Need to change your booking? Once you confirm a booking, you cannot change it. You will have to cancel it and book once again. To get a refund, you have to cancel with 3 working days' notice. Step 4: Using the recycling centre (the tip)

If you have items that the council doesn’t collect or want to dispose of waste as soon as possible, take a trip to the Household Waste Recycling Centre. Maidstone HWRC (Tovil) Info & Booking is the place to start.

What you need to do:

  • Before taking the trip, sort your waste and see what’s accepted. You can only bring general household waste, garden waste, large items, and electrical items
  • Book a Slot for Maidstone HWRC (Tovil) before your visits—it’s mandatory.
  • Avoid out-of-area charges by bringing a valid proof of your Kent address.
  • Want to go to Allington HWRC? Make sure that your vehicle is under 2m in height.
  • Some items will be charged—soil, rubble, tyres.
  • Pay attention to opening hours: Monday-Saturday 8 am-4:30 pm, Sunday and bank holidays 9 am-4 pm

Important recycling centre rules:

If you want to take a trip to the tip, please note that booking is mandatory for both Tovil and Allington recycling centres in Maidstone—simply showing up isn’t an option. Walk-in visits aren't accepted, and you won’t be allowed in if you don’t have a pre-booked slot.  You won't get in without a pre-booked slot. Before taking the trip, access the Kent HWRC booking portal to book your slot.

Pay attention to the opening hours: Tovil HWRC (Burham Lane) and Allington HWRC (Laverstoke Road) are open Monday-Saturday 8 am-4:30 pm and Sunday & bank holidays 9 am-4 pm. At Allington, vehicles can’t exceed 2m (6'6") in height; if they do, they won’t be allowed to enter. Book a slot during the valid opening times and make sure your vehicle is under 2m if you go to Allington (opening hours and restrictions).

Don’t bring business waste—the recycling centres don't accept it. You can only bring household/domestic waste. Commercial waste will be rejected, and your entry will be denied. Use a permitted waste station or a licensed waste carrier (per HWRC rules) for business waste.

If you don't live in Kent, please note that you will pay a £10 fee per visit under the cross-border policy if you don’t pay Kent Council Tax. Bring proof of address if asked. You can only pay by card. (charges info).

Have uncertainties about the items you can bring? general household waste, garden waste, large furniture, white goods, electrical items, batteries, textiles, and metals are accepted at the tip. You will pay for soil, rubble, plasterboard, and tyres. The HWRC staff will inform you of the charges—some materials will require payment. Sort your materials and take a good look at the accepted/chargeable items list before taking the trip.

Your move-out sequence

Here's the order that works best to protect your deposit and create proper evidence:

Removal first. Then: Clean → Photos → Meter reads → Keys last.

This sequence ensures you can clean efficiently once your belongings are out, document everything while you still have access, and submit final readings before returning the keys.

Local challenges to watch out for

Moving in Maidstone has some specific problems that can derail your move-out:

  • You cannot transfer resident and visitor permits between vehicles or addresses in Maidstone - you'll need to apply for fresh permits for any new tenancy rather than updating existing permits (Maidstone Borough Council permit policy)

Here's when to tackle each task to avoid last-minute stress:

Common scenarios and solutions

Managed blocks and flats (communal bins and parking). If you're in a flat with shared facilities, use the Bin Collection Day Finder and Parking Services to find out your bin collection day and parking zone. The main risk is missing your final waste collection or having nowhere for the removal van to park. If this happens, book an HWRC slot for any waste overflow and contact the parking team about temporary arrangements.

Houses with lots of large items—when you're moving from a house with lots of old furniture and white goods, make an inventory before you book a Bulky Waste Collection service. See what's accepted and count your items carefully. If you have too many items, they're too large, or you haven't prepared them correctly, the collection will be rejected. If this happens, check the refusal reason on the council website, then book an HWRC slot to dispose of the refused items immediately.

Short-notice moves (risk of enforcement and uncollected waste). If you're moving with less than a week's notice and have excess rubbish, quickly find out when your next bin day is. If you've missed it, book an urgent HWRC slot to dispose of everything yourself. You don’t want to leave waste on your property boundary - the council may not collect it, and you could face fines. If this happens, submit evidence that you tried to dispose of waste properly (photos, booking confirmations) and inform your agent or landlord immediately.

What could go wrong

Here are the most common problems and how to fix them:

  • Parking permit application rejected: Your vehicle or address details don't match council records → make sure that your documents match exactly, and visit the permit portal to reapply with the correct information.
  • Bins missed on final collection day: You put bins out late, or collection was delayed. → Use the missed collection tool to report the issue within 48 hours. You will get a priority return visit.
  • Bulky collection refused: Items too large, wrong type, or not prepared correctly → check refusal reason against acceptance criteria and dispose of waste right after booking a HWRC slot.
  • HWRC booking unavailable: The slots you prefer are full→ check both Tovil and Allington sites, try early morning or weekday slots, or book further ahead via the booking system.
  • Excess waste left behind: More rubbish than bins can handle, and you have no backup plan. → document with photos, book an emergency HWRC visit, and inform thelandlord/agent with evidence of disposal attempts.
  • Vehicle too tall for Allington HWRC: Height barrier blocks entry → go to Tovil HWRC instead, or look for a smaller vehicle for transport via alternative site info.
