Who's in charge of what in Guildford?
When you move out in Guildford, you will deal with several council services. You save time and energy when you know who is in charge of what for your move-out logistics.
Surrey County Council is responsible for parking permits, waivers, bay suspensions, and on-street parking. Your weekly bin collections, ordering new bins, and booking bulky item pickups are managed by Guildford Borough Council. Planning to take a trip to the tip? Surrey County Council also runs the main recycling centre at Slyfield.
Definitions
CRC: Community Recycling Centre (also called HWRC or “the tip”) — where you can bring items that do not go in your household bins.
CPZ: Controlled Parking Zone — areas where you need to pay or have a permit to park during specific hours.
PCN: Penalty Charge Notice — the official term for a parking ticket.
Parking waiver: Permission to load or unload where restrictions normally apply. It helps you stop legally, but it does not reserve a space.
Bay suspension: A temporary reservation that removes normal parking use from a marked bay so a removal vehicle can use it.
Tenancy checkout: The final inspection after a tenant leaves. Letting agents usually review cleanliness, damage, keys, and meter readings.
Proof folder: Your move-out evidence pack. This usually includes photos, meter readings, booking confirmations, and handover records.
At-a-glance priorities for Guildford
Go over these questions first if you are not sure what to tackle:
- Will you need parking for your moving van?
Surrey County Council handles permits, waivers, and bay suspensions through its parking pages. - Do you need to know your final bin day or manage extra waste?
Check Guildford Borough Council’s recycling and bins pages early so you do not leave rubbish until the last minute. - Do you want to dispose of furniture or large items?
Use the council’s bulky waste collection information and booking page or plan a trip to the Guildford CRC information page. - Do you need evidence for the checkout?
Make sure you follow the correct move-out sequence so you finish cleaning, photos, meter reads, and key handover in the right order.
Your move-out sequence
The order that helps people experience a seamless move-out is:
Removal first. Then: Clean → Photos → Meter reads → Keys last.
This sequence works because once you return the keys, you can no longer enter the property to take meter readings, make fixes, or take more photos. Start by removing all your belongings from the property, then deep-clean, take timestamped photos of the property’s condition, submit your final meter readings, and return the keys to your landlord or letting agent.
Keys last: Do not hand over keys until you've finished photos/video and meter reads.
Step 1: Sorting out parking for moving day
The main official resource: Parking: Surrey County Council
Have a less stressful moving day by organising parking well in advance.
What you need to do:
- Learn what kind of parking you will need — street parking for your car, visitor permits for friends or anyone helping you, or space for a removal van.
- For regular street parking: apply for a resident permit if needed using the parking permit schemes page. Access the same system to get visitor permits for anyone helping you on moving day.
- For removal vans that require space: at least 10 days before your move, book parking suspensions and waivers. These temporarily remove parking restrictions or allow loading where restrictions would otherwise apply.
- Find out the rules for your area: before moving day, check controlled parking zones and Guildford parking review information.
Important rules to follow:
If you need a resident parking permit, you will pay £84 for your first permit, £104 for a second, and £134 for each additional one per year. You risk a penalty charge when you do not display a valid permit. Use the Surrey permit application system early if your move overlaps permit-controlled parking.
Need visitor permits for people helping you move? You will pay £2 for all-day permits, limited to 150 per household per year, or £1 for 2-hour permits, limited to 250 per household per year. After you use your allocation, your visitors must follow normal restrictions. Check the visitor permit terms and conditions before buying permits for helpers.
If you need to suspend parking bays for your removal van, you must apply at least 10 days in advance. The charge is £75 per bay for 3 days, then £12 per day after that. Without a valid suspension, the van may not be able to park legally where you need it. Apply through suspensions and waivers.
When you need a waiver to load and unload, remember you will pay £25 for up to 3 days, then £6 per day thereafter. A waiver does not guarantee that a space will be free. It only gives legal permission to stop for loading or unloading where the rules allow it. The same suspensions and waivers page explains both routes.
If you're using council car parks, you benefit from a 10-minute grace period. When you do not pay promptly, the fines increase. Car park penalty notices start with “GU” or “FM”. If needed, use Guildford Borough Council's car park enforcement tools to review, pay, or challenge a notice.
Are you in a Controlled Parking Zone? These are located in the town centre and some residential areas, and signage informs you of the parking rules. You can get penalties or be towed when you do not follow the restrictions. Before moving day, review the Guildford parking review page for local zone details.
Step 2: Managing your bins and regular waste
Your starting point should be: Guildford Council recycling & bins
Sorting the bins correctly is vital for moving day. Gather all information about collections early so waste does not become a last-minute handover problem.
What you need to do:
- Use the Find your bin day tool to see when your bins are emptied. After you enter your postcode, you will find out when to present bins.
- On collection day, present all bins outside at the front of your property by 6:30 am.
- Missed collection? If your bins do not get collected, report a missed bin within 2 working days.
- If you have extra recycling, you can put out one additional clear bag. If you have more than that, plan a trip to Slyfield CRC.
- When you need new bins or replacements, use your MyGuildford account to request a new or replacement bin.
- For food and garden waste, follow the local rules on what is accepted by checking what the service offers.
- Do not know what goes where? Use What goes in my bins before you put anything out.
Important rules to remember:
If your bins are not out by 6:30 am, they will not be emptied. When you miss the collection, you usually have to wait until the following week. Use the Guildford recycling and bins hub and your collection calendar rather than guessing.
If you miss the 2-day window to report a missed collection, there will not usually be an extra collection. Submit reports through Report a missed bin as soon as you are entitled to do so.
When you take out more than one extra recycling bag, extra bags will not be picked up. Excess waste may need to go to Guildford CRC instead.
Need a replacement bin? You pay £35 for most replacements and may wait around 4 weeks for delivery. If you need one, order it through the replacement bin page rather than leaving it until the final week.
If you want an extra bin, only eligible households can request one, and there may be delays if stock is low. Check your eligibility using Order an additional bin.
Want to use garden waste collection? You should pay £65 per bin per year at 2025/26 rates. Soil, pots, and large branches are not accepted. Review the rules at What we offer before relying on the service for your clear-out.
When you have food recycling, remember that only the outdoor caddy is emptied, and the service has been extending to more flats. If your setup is unclear, check the food recycling service page.
If you put the wrong items in any bin, the entire bin may be left unemptied. Use What goes in my bins to check uncertain items before collection day.
Step 3: Getting rid of large furniture and bulky items
The page to start: Bulky waste collection info and booking
Many people moving out want to leave behind furniture, appliances, and other large items that do not fit in the regular bins.
What you need to do:
- See if the council will collect your items by checking the bulky waste collection page before you rely on it. The council will collect furniture, appliances, and household items, but there are exceptions.
- Book a council collection if your items are eligible. Otherwise, take them to Slyfield CRC yourself.
- For items the council does not pick up such as asbestos, builder’s rubble, oil, or very large pianos, use the council’s guidance on selecting a contractor.
- When you use a private contractor, verify that they are registered with the Environment Agency. Also, get a Waste Transfer Note and store it for 2 years.
Important rules to remember:
Some items are not accepted by the bulky service, such as builder’s rubble, hazardous materials, and specific large or difficult items. Before you book, check the bulky waste collection page carefully.
When you hire a private contractor, ensure they are registered with the Environment Agency and that you keep the paperwork. If the disposal is unlawful, you can remain liable. The council’s contractor guidance explains what to look for.
Step 4: Using the recycling centre at Slyfield
The main official resource: Guildford Community Recycling Centre information
When you move out, taking waste to the recycling centre is an excellent fallback, but there are specific rules to follow.
What you need to do:
- Check the opening hours before you travel by using the Guildford CRC information page. The site is closed on Tuesdays and Wednesdays.
- No booking is necessary from February 2026 onward, so you can arrive during opening times.
- Bring proof of your Surrey address — a driving licence or recent utility bill is usually suitable if accepted by the current site rules.
- Arrive by car, van, or trailer only. You cannot enter by foot with bags of rubbish.
- When you go in a van, pickup, or trailer, you need the correct van, pickup, and trailer permit. The permit costs £10 per year and is valid for 12 visits.
- Have DIY or construction waste? Check the construction waste rules for quantity limits and charges.
- Need to confirm accepted materials? Review the waste accepted at community recycling centres page before loading your vehicle.
Important rules to remember:
If you arrive when Slyfield is closed, your entry is denied. Check the Guildford CRC page before travelling, especially around bank holidays or schedule changes.
When you arrive during opening hours, you do not need a booking as of February 2026. If you go at busy times, expect queues and build in a buffer.
Do not have proof of Surrey address? Non-residents cannot enter. Bring the required evidence and check the current rule wording on the Guildford CRC page before travel.
To go with a van, trailer, or pickup, you need the permit described in the van, pickup, and trailer permit terms. Without it, entry may be denied.
If you have DIY or construction waste, small amounts may be free, but larger quantities are charged. Only card payments are accepted where charges apply. Check the construction waste rules before you travel.
If you have hazardous or restricted items, such as chemicals or upholstered furniture, they may need special handling or may not be accepted. Review the accepted waste list before loading the car.
Common Guildford move-out failure modes — and how to prevent them
Here are the most common problems and how to recover from them:
- Bins put out late or in the wrong spot
What happens: They are not emptied, and you may have to wait another week.
Fix: Put bins out the night before or before 6:30 am on collection day.
Prevention cue: Use the bin day tool before move week and do not leave bin timing to the final morning. - Parking bay suspensions arranged too late
What happens: Your removal van may not be able to park legally where you need it, or you pay more for a longer carry.
Fix: Apply as early as possible using suspensions and waivers.
Prevention cue: Treat van parking as a two-week job, not a last-minute task. - Wrong items in recycling bins
What happens: The entire bin can be rejected and left uncollected.
Fix: Re-sort the waste and wait for the next collection or use another disposal route.
Prevention cue: Check uncertain items using What goes in my bins before collection day. - Arriving at Slyfield on Tuesday or Wednesday
What happens: The site is closed and you cannot enter.
Fix: Re-plan for another day or use another disposal method.
Prevention cue: Check the Guildford CRC page before loading the vehicle. - Van permit not arranged before a CRC visit
What happens: Entry may be denied.
Fix: Sort the permit before your first visit using the permit terms and application route.
Prevention cue: Treat vehicle access as a separate task from checking opening hours. - Bulky items left after council collection
What happens: You still have waste on site and may face extra cost or fly-tipping risk.
Fix: Recheck what the council will collect using the bulky waste page.
Prevention cue: Do not assume that all furniture or oversized items are accepted. - Keys handed over before evidence is finished
What happens: You lose the chance to prove the property’s final condition.
Fix: Complete photos and meter reads before handover.
Prevention cue: Follow the move-out sequence exactly. - Using an unlicensed private waste contractor
What happens: You can remain liable for illegal disposal.
Fix: Verify registration and keep the Waste Transfer Note as advised in the contractor guidance.
Prevention cue: Legal disposal is about paperwork as well as collection.
Timeline for your move-out
Here is when to tackle each task for the smoothest experience:
- 3+ weeks before moving: Organise any permits or visitor parking through Surrey’s parking hub, especially if you are in a permit-controlled area.
- 2 weeks before moving: Arrange parking suspensions or waivers if your removal van needs legal stopping space. Also check your final bin day using the bin day tool.
- 1 week before moving: Book bulky waste collection if needed and review Guildford CRC access rules in case the tip becomes your fallback.
- Moving week: Put bins out on time if collection falls that week, finish sorting waste, and keep your disposal plan flexible.
- Moving day: Follow the removal → clean → photos → meter reads → keys sequence.
What agents usually check at checkout
A thorough clean is vital to securing your deposit position because agents usually look for visible cleaning misses, leftover waste, and signs that the property was not properly finished.
Work through each room methodically: remove absolutely everything first, then sweep or vacuum all floors, wipe down all surfaces, remove limescale from kitchen and bathroom areas, clean the oven thoroughly, and do not forget skirting boards, light switches, and handles.
Pay special attention to areas that are easy to miss:
- inside cupboards and drawers
- inside appliances
- bathroom fixtures and limescale-prone areas
- under sinks
- behind appliances
- window frames and sills
- switches, handles, and skirting boards
Remove all food, rubbish, and anything perishable. This is especially important if your property uses food caddy recycling or if final waste is close to the checkout date.
Never mix bleach with ammonia or acidic cleaners.
For a room-by-room approach, read our Move-out cleaning checklist or download our Printable checklist PDF in the related resources section below.
Your move-out proof folder
Here is what to document:
- Take detailed, timestamped photos after you have finished cleaning. Capture whole rooms from multiple angles, plus close-ups of areas that commonly cause disputes — inside appliances, under sinks, bathroom fixtures, and carpet condition.
- If you used Guildford Borough Council’s bulky collection service to remove old furniture, take photos showing the empty, clean spaces where items used to be.
- Record all your final meter readings for gas, electricity, and water. Take photos of the actual meters showing the readings clearly.
- Store copies or screenshots of all your bookings — parking permits, bin reports, bulky waste pickups, and confirmation emails.
- Keep contractor paperwork if private disposal was involved.
Keys last: Do not hand over keys until you've finished photos/video and meter reads.
Common scenarios and how to handle them
Living in a managed block or flat complex
If you are in a managed Guildford building with shared bins, you need to know who is responsible for extra waste or food caddies. Guildford Borough Council may refuse to collect from the communal area when excess waste is left behind or the wrong bins are used. Start with the Guildford recycling and bins hub, then check with your block manager before the final week.
Moving out of a family house with lots of bulky items
When you have a large house with furniture to dispose of plus tighter parking restrictions on moving day, you need to coordinate everything carefully. You get fines and uncollected items when you forget to book van space or exceed collection limits. Use Surrey parking suspensions and waivers to secure van access, and double-check the bulky waste collection rules before move week.
