Step 1: Sorting out parking for your move

Start here: Resident Parking Permits

Here's what you need to do:

Start by visiting the MiPermit system (apply/manage permits here) to see if parking restrictions apply to your street. If they do, the vehicles that stay overnight will require permits.

Be careful when you verify your property's eligibility – many move-out stumblings come from this. For instance, permits don’t apply to new-build properties constructed after April 2012 and some conversions. Special restrictions are in place for Park Terrace as well.

You will need to obtain parking dispensation or a suspension for your removal van. Timing is everything when moving out, so don’t postpone it. At least one week before your moving day, apply through Parking Dispensations and Suspensions.

Already have resident permits? Remember to cancel them through MiPermit after you move out. Paying for permits you no longer use isn’t a wise call.

Important restrictions to keep in mind:

If you're in a resident parking zone, MiPermit handles permits virtually and limits them to 2 per property. Typically, permits don’t apply to properties built or converted after April 2012.
→ You cannot get a resident permit when your property isn't eligible.

Will you need a resident permit? Based on your zone, you will pay £50-£75 and up to £120 if you need a Park Terrace permit. Pricing for visitor permits differs from that of resident permits and is limited by property.

Do you live in Park Terrace or Hungerford High Street? There are no visitor permits available.

If you need parking for removal vans, take a look at your wallet: you will need to pay £15.80 per 5-meter bay per day (from April 2025) for dispensations. Applications must be made at least 7 working days in advance, while payments must be made 5 days before the moving day.

Your black bin (general waste) is collected every 3 weeks, your green bin (recycling) every 2 weeks, and your food waste bin weekly. To avoid leaving waste, you must plan your move day carefully.

On collection day, present all your bins out by 6 am - the lids should be closed. Extra bags left by the bins won’t be collected - please ensure everything fits inside.

Have more recycling than usual? Access West Berkshire's container request service to ask for more containers - it’s free. Since extra containers are free, you don’t have any excuses for leaving recycling behind.

Did you miss your collection day? Do you have excess waste? Visit the HWRC booking system to book a trip to the recycling centre.

Important timing and rules to remember:

When you make your plans based on bin collections, don’t forget: every 3 weeks you take out the black bins, every 2 weeks you put the green recycling bins out, and you can take out food waste every week.
→ If you miss the collection, you will need to dispose of the excess waste through a different route.
Enter your address and check your specific bin days.

If you're taking bins out, remember to do so at the kerbside by 6 am, with lids closed. Waste or bags left beside the bins won’t be picked up.
→ It’s your responsibility to dispose of the extra waste.

Do you need more recycling capacity? Contact the council to order unlimited free recycling containers.
→ You shouldn’t leave recycling at the property.

Only book a service after you take a look at the full list that will be collected on the Bulky Waste Collections page. Just because something seems “bulky” doesn’t mean that it will be picked up.

You will pay £63 per collection, capped at 5 items. Booking and paying in advance is necessary - don’t expect them just to show up. On collection day, present the items and be accessible by 6 am. They collect items whole, so don’t disassemble anything.

Do you have more than 5 items? You should book several collections or take some of the items to the recycling centre yourself. Alternatively, you can check whether any charities will accept your reusable items.

Veolia uses its branded vehicles for collections. For safety reasons, you’re not allowed to help them load.

If you need to cancel, please do so at least 24 hours before your scheduled collection. If not, no refund will be issued.

Step 4: Using the recycling centre (the tip)

Here's what you need to do:

Showing up at Newbury’s recycling centres isn’t possible anymore - access their appointment system to pre-book every visit. Before you load up the car, book your slot.

The correct permit for your vehicle is also required. Free resident permits are available for cars, but you will need a commercial vehicle permit or a Temporary one-day pass when using a van or other commercial vehicle.

Don’t go until you have checked your vehicle size. Newtown Road can take vehicles up to 8.2m, while Padworth can manage up to 8.8 m. If it’s bigger than that, the entry won’t be allowed.

Keep in mind the opening hours: Monday to Friday, 11 am-6 pm; weekends and bank holidays, 9 am-6 pm. You won’t be able to enter outside these times.

They only accept household waste, and you must prove that you’re a resident by presenting your ID. Charges apply to items such as DIY waste, and you need to make a separate phone booking for hazardous materials.

Essential booking and access requirements:

If you schedule a tip run, remember that you must pre-book online every single visit-  you cannot just show up if you don’t have an appointment.
→ Should you go without booking, your entry will be denied, and you risk missing your move-out deadline.

Not driving a standard car? Please note that you need the correct permit. Free resident permits are available for cars, and annual permits are available for commercial vehicles (one per household). If you hire vans, you will need to get temporary day passes (maximum 6 per year).
