Who's in charge of what in Leicester?

Leicester City Council is responsible for all your move-out related services:

Every logistics you need when moving out goes through Leicester City Council – you will find all the necessary booking systems, rules, and enforcement information on their website. MiPermit is their trusted partner for parking permits.

PCN: Penalty Charge Notice (a parking ticket).

HWRC: Household Waste Recycling Centre (also known as CRC or "the tip").

MiPermit: Leicester's digital parking permit system - paper permits are no longer needed.

Step 1: Sorting out parking

What you need to do:

Start by verifying whether your street is in a permit parking zone—it’s important when you use a van or hire removals on moving day. Everything is done online, as Leicester uses a digital system (MyPermit).

Should you need resident, visitor, or contractor access, access the MiPermit portal to register for permits.  The fees vary: £35 per year for residents, £40 for annual visitor permits, and £2 for 24-hour short-term visitor permits.

Should you get a parking ticket, visit the PCN portal to pay or challenge. Get the 50% discount by paying within 14 days.

If you have mobility needs, please note that advisory disabled bays are available in Leicester. You need to pay £220 and meet eligibility criteria, including having a Blue Badge and no off-street parking.

Important parking rules to know:

Leicester's digital permits don’t work the same as paper ones. You don’t need to display any physical permits—the council uses MiPermit for all residents, visitors, businesses, and contractors. Don’t worry about not displaying anything—you won’t get a penalty if you’ve registered correctly. Enforcement officers can access the system to verify your permit status.→ Register with MiPermit and handle everything online.

Permit pricing is fixed: £35/year for residents, £40/year for annual visitors, and £ 2/24 hours for short-term visitors and maintenance. The permit becomes valid after you pay online through MiPermit. → Find out the current fees and access the council system to get what you need.

Permits don’t apply to all streets. Leicester issues lists of eligible addresses and zones. You won’t be able to apply for permit parking if your street isn’t on the list.→ Don’t apply before checking your street's eligibility.

Deadlines apply to parking tickets. You can pay or challenge PCNs online or by phone. Should you do it within 14 days, the PCN is cut in half. The penalty increases when you miss the deadline. → Access the council’s online services to manage tickets immediately.

Strict requirements apply to disabled bays. You need to pay £220 to install an advisory bay and meet the eligibility criteria, such as having a Blue Badge and no off-street parking. Also, the bay will go through neighbour consultation. Legal enforcement doesn’t apply to disabled bays. If a parking zone is issued later, it can be removed. → Before you apply online, see if you meet all criteria.

You can pay in several ways. For street parking and council car parks, you can pay in cash, by card, by contactless, or via the PayByPhone app. You will get a PCN if you park and don’t pay.→ For council-run sites, use your preferred payment method.

Step 2: Managing waste and bins

Your starting point: Bins, Waste & Recycling hub

What you need to do:

Find out when the next collection is by using Leicester's household waste and recycling collections tool. Your moving day depends on it.  

Moving out of a house? Put general waste in the black bin and recycling in the orange bags. On collection day, place everything outside by 7 am. After the bin is emptied, bring it back inside your property boundary.

Should you move out of a flat, check out the communal bin signage. Stick to the instructions—most flats don’t use individual orange bags; they use shared recycling bins.

Not having enough orange bags? If you’re in a house, fill in this form to order new ones.

Was the bin missed? Don’t delay reporting the issue online—the earlier you report it, the sooner it will be fixed.

Have garden waste? This is a separate subscription service for which you pay £68/year, or £63 by Direct Debit. The collections take place fortnightly on Mondays and are available from March to November.

Key waste rules for Leicester:

Collection schedules are fixed. black bins for waste and orange bags for recycling are used for houses in Leicester. Communal recycling systems are available in most flats. Your collection will be missed, and you might get fines from Leicester City Wardens when you present the incorrect container or take it outside too late. → Place the containers outside by 7 am and bring them back once they’re emptied.

Stick to the container rules. Only use the black bins for general waste and orange bags for recycling. Orange bags are free for houses. Black bags will be left behind if you use them for recycling.→ Live in a house? Order orange bags. Live in a flat? Stick to communal bin instructions.

Leicester City Wardens enforce bin rules. Should you leave the bins out outside collection times, fly-tip, or litter, you will get fines. Additionally, your waste will not be collected.→ Take the bins outside on the correct collection day and bring them back afterwards.

Report any problems. Go online and access My Account to request new bins, repair bins, or report missed collections. When you delay reporting, resolving the issue will take more time.→ For problems and replacements, use the adequate online forms.

You have to pay for garden waste collection. You pay £68/year (or £63/year by Direct Debit) for the subscription, plus £28 each for extra bins. Collections happen fortnightly on Mondays, and the service is available from March to November. Don’t put food waste in garden bins. Subscribe and follow the collection calendar – the bins should contain only accepted garden materials.

Step 3: Getting rid of bulky items

Bulky waste collection booking is your go-to source.

What you need to do:

In Leicester, residents benefit from a free bulky waste collection every two months – they get up to 5 bulky items plus 15 bags or bundles of garden waste, or up to 2 fridges/freezers. If you need more, pay £20.80 to book extra slots.

Use the official form to book a collection and see what items they’ll collect. Furniture, mattresses, white goods, carpets, and extra waste bags are accepted, but many items are excluded.

On collection day, place your items outside by 7 am. They should be accessible, not inside garages or sheds—the crews don’t enter the property. Keep items dry and protect them from the rain.

Want to cancel? Give at least 2 working days’ notice to cancel. If not, you will lose your slot.

Are your items usable? Don’t book the collection just yet. Explore Leicester's reduce-and-reuse options – someone may use the bulky items you want to leave behind.

Important bulky waste rules:

Limited, yet fair quota applies. As a resident, you benefit from one free collection every 2 months (up to 5 bulky items and 15 bags/bundles of garden waste, OR up to 2 fridges/freezers). Extra or paid slots cost £20.80 for up to 15 items or 15 garden waste bags. You won’t be able to book unaccepted items or exceed your quota. Additional fees will apply too. → Check out your remaining allowance before you book.

Ensure access to items. The bulky waste crews don't enter homes, sheds, or garages. You must place items outside by 7 am, in a place that is easy to access and clear of pavements. The collection won’t happen if items can’t be accessed or are missing. Plus, you would have wasted your slot.→ Follow presentation and timing instructions.

Before you book, see what's accepted. Furniture, mattresses, white goods, carpets, extra waste bags, and garden waste are collected. If items aren’t on the accepted list, they will be left behind, and so will the excess items beyond your quota. → Before you book, revise the list of accepted items.

Many items aren’t eligible. Trade/business/landlord waste, building or demolition materials, glass/mirrors, hazardous items, heavy items, multiple radiators/doors, pianos/sheds, tyres/car parts, greenhouses, and more are not accepted. Should you present unaccepted items, they will be left behind. Moreover, they will count against the quota.→ Don’t use the bulky collection service for excluded items; take a trip to the recycling centres instead.

Don’t miss the cancellation deadline. Should you miss your collection or cancel within 2 working days of the booked date, you won’t receive a refund, and the collection will be treated as used. If you cancel late, you lose the slot, and you don’t get a refund. → Give at least 2 working days' notice to cancel.

If you request an assisted collection, expect an assessment. Only residents who meet the council’s eligibility criteria should contact the council for assistance with placing items outside. → Call 0116 454 1002 or email customer.services@leicester.gov.uk for details about your situation.

Step 4: Using Leicester's recycling centres

What you need to do:

In Leicester, there are two recycling centres, and each runs on specific rules: all vehicles are accepted at Gypsum Close (LE4 9AB), but vans/pickups/trailers need permits. At Freemen's Common (LE2 7SQ), only cars and cycles are allowed to enter.

Before you go, find out the opening times and vehicle rules. They're open daily, but closed on Christmas, Boxing Day, and New Year's Day. Opening hours change seasonally: 8 am-8 pm from April to October, 8 am-6 pm from November to March.

Want to use a van, pickup, or trailer? Get a permit well in advance and take the trip to Gypsum Close. The permit for your own vehicle lasts 12 months, while a hire vehicle permit lasts only 1 month.

Need to dispose of DIY waste from home improvements? There are limits: you cannot bring more than 100L of loose items or 1 large item per visit. Also, you cannot have more than 4 visits every 4 weeks. Business and landlord waste are not accepted.

Have paint, chemicals, or asbestos? You may take them to Freemen's Common. Call in advance if you will bring asbestos. Speed up the process by sorting your waste before taking the trip.

Key recycling centre rules:

Specific vehicle rules apply at each site. Leicester has two centres: Gypsum Close (LE4 9AB) and Freemen's Common (LE2 7SQ). Both are open daily and closed on Christmas, Boxing Day, and New Year's Day. Your entry will be denied if you use the incorrect vehicle or try to walk into Freemen's Common.→  Go to the correct site after you’ve checked the vehicle requirements.

Pay attention to timing, especially if you’re a permit holder. Opening times are 8 am-8 pm (April-Oct) and 8 am-6 pm (Nov-Mar). If busy, the last entry closes earlier.  Arrive at least 30 minutes before closing time if you have a permit for vans/trailers.→ To make sure your entry is accepted, arrive early, especially when using a larger vehicle.

Not all vehicles can enter all sites. Only cars and cycles are accepted at Freemen’s Common – you cannot go with a van, pickup, trailer, or on foot. Gypsum Close allows entry to all vehicles and pedestrians/cyclists, but vans, pickups, and trailers over 1.4m require permits. → Use the correct vehicle type and access method when taking the trip.

At Gypsum Close, larger vehicles need permits. Vans, pickups, and trailers over 1.4m in length require permits. The permit for your own vehicle lasts 12 months, while a hire permit lasts just 1 month. A household cannot have more than 4 visits maximum for DIY waste every 4 weeks. → Submit the application for permits online and monitor your visit usage.

Strict limits apply to DIY waste. Please note that, for home improvement waste (not trade or business), you cannot have more than 100L loose or 1 large item per visit, with a maximum of 4 visits every 4 weeks. You cannot bring business or landlord waste. → Only bring accepted types of waste and don’t exceed the quantities; for business/landlord materials, use trade waste services.

Different materials are accepted at different sites. Batteries, metals, wood, furniture, white goods, electronics, garden waste, books, textiles, and dry recycling are accepted at both sites. Soil has limits. At Freemen's Common, you may also bring chemicals and asbestos (call ahead for asbestos). Your entry will be delayed or even refused if you bring unsorted or forbidden materials. → Review the accepted materials list and don’t go without sorting waste first.

Your move-out sequence

Here's the order that minimises the risk of problems and boosts your chances of a full deposit refund.

Removal first. Then: Clean → Photos → Meter reads → Keys last.

Start by removing all your belongings. Continue with a meticulous, final cleaning, then take timestamped photos and videos for your records, submit final meter readings, and return the keys last. When you stick to this sequence, you maintain access to complete all tasks and create the timestamped evidence you might need in the future.

Keys last: Do not return the keys until you haven’t done the photos/video and meter reads.

Local challenges to watch out for

Moving out in Leicester has some typical challenges - here's how to avoid them:

Permit eligibility varies by address - Leicester's parking permit system only covers certain streets and addresses. Before you book van access or removal permits, always verify Leicester City Council's published eligibility list. You might find out that parking where you need to isn’t legal.

Bin rules are strictly enforced - Leicester City Wardens actively patrol and can fine you for bins left out at the wrong times, overloaded bins, or incorrect containers. Stick to the collection schedules precisely and use the right containers (black bins for waste, orange bags for recycling in houses).

Bulky waste slots are precious - You lose your bulky collection slot if you cancel with less than 2 days' notice, or if items aren't presented correctly outside by 7 am. Book early, follow the instructions, and double-check what's accepted before your collection day.

DIY and trade waste gets refused - Construction materials, landlord clearances, or business waste are not accepted for Leicester's residential services. Keep track of your DIY waste volumes (limits apply at recycling centres) and use proper trade/commercial services for anything work-related.

Timeline for your Leicester move-out

Here's when to tackle each task:

  • 3+ weeks before moving: See if your street needs parking permits and plan van/removal access using Leicester City Council parking services.
  • 2 weeks before moving: If necessary, book your bulky waste collection, and order new orange recycling bags if you're running low.
  • 1 week before moving: Use the household collections tool to confirm your final bin collection dates.
  • 2-3 days before moving: If you've booked bulky waste collection, take permitted items outside as instructed. Make sure bins won't be left out past collection day.
  • Moving day: Stick to this sequence - removal first, then clean, photos, meter readings, and finally hand over keys.

Your move-out proof folder

Document everything to protect your deposit. Take photos of:

  • Bins emptied and returned to the right place
  • All rooms cleared and clean
  • Furniture removed
  • All meter readings (gas, electricity, water)

Your situation: You need to rapidly clear multiple pieces of furniture and white goods before your checkout date.

What to do: Use Leicester's bulky waste collection service - book early and have everything outside by 7 am on collection day. Check what's accepted and what counts toward your quota (up to 5 items free every 2 months).

If things go wrong, you waste your slot and end up with uncollected items if you present excluded items, exceed your quota, or cancel late. If you forfeit a slot due to late cancellation, consider taking items to the Gypsum Close recycling centre (get a permit if using a van).

Short-notice or emergency move-out

Your situation: You're facing an unexpected move with waste to clear, bins already full, and no pre-booked bulky collection.

What to do: Check bulky waste availability immediately - even paid slots are better than leaving items behind. For urgent disposals, use Leicester's recycling centres – get the right vehicle permit if necessary. If things go wrong, fly-tipping or leaving bins out overnight will result in fines from Leicester City Wardens. If you need to use recycling centres with a van or hire vehicle, get your permit sorted first. Store proof of your disposal attempts (photos, booking confirmations, call logs)—it will help if the council questions anything later.
